Project goals
Overall objective of the DINALPCONNECT is to strengthen transnational and sectoral cooperation to improve EC throughout Dinaric Mountains connecting them with Alps for long term protection of biodiversity in view of current/future climatic changes. This is directly linked to programme specific objectives of protecting and restoring biodiversity and promoting ecosystem services through Natura 2000 and green infrastructure. Natura 2000 network and protected areas outside EU serve as the backbone of biodiversity conservation therefore preserving or restoring EC though the network on transnational level is crucial. Bringing together organisations from agricultural, forestry and nature conservation sectors we will focus on habitats affected by agricultural or forestry practices: karstic fields, dry grasslands, high altitude pastures, old growth forests which are of high nature conservation value. Connecting these habitats on a transboundary level demands coordinated management on both sides of the border. DINALPCONNECT Pilot region Action plans will focus on solutions such as implementing common monitoring, mitigating measures for physical barriers such as border fences, coordinated agri-environment schemes, hunting laws and dead wood retention measures. Long term operations which cannot be achieved within the project duration will be included into regional/national management plans and existing programmes (such as forest management plans) and suggestions for funding sources. On the macro-regional scale the objective is to combine spatial datasets from partner countries for comprehensive analysis of EC in Dinaric Mountains and further towards the Alps to identify important corridors or barriers. Combining analytical results with expert knowledge at an international round table and consultation workshop, DINALPCONNECT will develop a framework for coordinated development to maintain EC and identify priority areas for implementation of green infrastructure.
Project summary
Innovative approach of the project is to tackle the challenge of habitat fragmentation at two different spatial and administrative levels: at the macro-regional level by developing a Strategy for improving EC throughout Dinaric Mountains and towards the Alps; and at the transboundary level implementing solutions for EC on the border between two countries in the transboundary Pilot region action plans. This approach brings together stakeholders at different administrative levels enabling exchange of information between different administrative levels and a bottom up approach to solving EC issues. Furthermore, the multi-actor approach examines ecological, economic and social aspects of EC. The project will use and adapt the existing methodologies for spatial analysis of EC within the project area and in transboundary Pilot regions. Several tools such as Jecami for Alpine space and BioREGIO Carpathians have been developed for such analysis and the methodology used will be adapted to DINALPCONNECT project area needs and data availability thus capitalizing on existing knowledge from previous Interreg projects. The project will go beyond the existing practices by focusing on EC in a geographical area (Dinaric Mountains and their connectivity with Alps) where this issue has so far not been considered. There have been several projects and initiatives for improved EC within the Alps (ECONNECT, greenAlps, Alpbionet2030) and between Carpathians and the Alps (BioREGIO Carpathians). So far the Dinaric Mountains have been left out, however DINALPCONNECT will capitalize the results of such projects and initiatives to promote biodiversity value chains, EC and conservation actions. The project will also promote harmonization of national agricultural and forestry policies in IPA countries with EU policies and implementation of Natura 2000 network.
